This is a miniature figurine of the Japanese gurnard, a Japanese sea gurnard.

Found in the waters off Japan, the gurnard is a fish you'll never forget, thanks to its distinctive semicircular shape and large pectoral fins. The thick, well-developed bottom of its pectoral fins allows it to walk on the ocean floor. It also makes a "gurgling" noise with its swim bladder.

This delicious white-fleshed fish is occasionally found in supermarkets.
